Any affidavit, declaration or Power of Attorney to be used in India can be attested at the Consular counter.
Any person who requires an affidavit of attorney to be used in India needs to bring the documents to be attested in original along with a photocopy and valid passport.
In case of Powers of Attorney, a photograph of the executant(s) is also required. They are required to sign the documents in the presence of the Consular Officer.

7. RENUNCIATION OF INDIAN CITIZENSHIP

A Certificate of Renunciation issued by a Embassy of India or,
An Indian Passport that contains a stamp that specifically renounces the citizenship.
If the applicant has NOT renounced his/her Indian citizenship, or does not have proof, the following must be provided:
Two (2) copies of the completed renunciation form. The application for renunciation may be made on the Form-17 in the Embassy.
Renunciation fee of Php.5, 466/- (for those who acquired foreign citizenship on or after June 1, 2010) or Php.1400/- (for those who acquired foreign citizenship until 31 May, 2010).
To be provided only in cases where foreign passport is issued on or after June 1, 2010 while naturalization took place on or before May 31, 2010: Copy of the Naturalization Certificate. For minors who were not issued naturalization certificates, the parents must write a statement that the minor’s citizenship was obtained through the parents, and provide a copy of the parent’s naturalization certificate.
Most recent Indian passport that was issued in India/abroad. Applicant must provide photocopies of the first three pages of the passport and the last two pages of the passport. In case passport has been lost, a police report must be filed which specifically mentions loss of passport and submit the same. Passport particulars will be verified from Passport Issuing Authority (PIA) before OCI/PIO Card application is processed.

Renunciation fee of Php.5,466 (for those who acquired foreign citizenship on or after June 1, 2010) or Php.1400/- (for those who acquired foreign citizenship until 31 May, 2010. Indian passport will be surrendered simultaneously. In addition, penalty will also be payable if the passport is not surrendered immediately on acquisition of a foreign passport as per details given above.
Surrender certificate will be issued only when the passport is surrendered .If any passport holder claims that he/she has lost his/her passport or totally damaged his/her passport , obviously surrender certificate cannot be issued .
All surrendered Indian passports and booklets will be cancelled and returned to the passport holders.

CENOMAR (Certificate of No Marriage) from NSO for Indian and Filipino national
Joint affidavit from Indian and Filipino national on how they met each other and what are their plans after getting married
Original employment certificate from the company of the Indian national
Certificate of bachelorhood issued by the area Sub-Divisional Magistrate (SDM) / Court authorities, from where the applicant belongs; counter-attested by the Home Department of the State concerned; and then counter-attested by the CPV Division of the Ministry of External Affairs, Patiala House, New Delhi
In case the Indian national is already married in Philippines:
a) a certificate/affidavit from the Indian national or his parent(s) indicating that the Indian national is not already married to anyone in India and that the Filipino national is the only spouse since (date), with children (if any);
b) the certificate/ affidavit is to be attested by area SDM / court authorities;
c) and the same certificate/ affidavit is also to be counter-attested by the Home Department of the State concerned; and then counter-attested by the CPV Division of the Ministry of External Affairs, Patiala House, New Delhi

1. The applicant must visit the Embassy Consular counter for document verification. Embassy would provide a ‘receipt’ on verifying the documents of the applicant.

3. Online Application by the Applicant : After obtaining the above mentioned receipt the applicant should apply for FRESH issue of IDP on the portal www.parivahan.gov.in. The applicant should upload the necessary documents including the receipt issued by the Embassy on the portal. The fee for the ‘Re-issue of the IDP’ would be paid online on the web-portal.
4. Role of licensing authority : On receipt of the application through the portal, licensing authority, on verification of the documents, shall issue the IDP and courier it directly to the address of the applicant.
